But today the files have given way to desktops, making ELCOT in every sense the e-face of Tamil Nadu government. His efforts were paid at the National Conference for E-governance where he was awarded for Exemplary Initiative for his “E-Administration on the Key for E-Governance Initiative for Creating a Paperless Office.”  ELCOT is the promotional agency designated by the Government of Tamil Nadu for promoting IT industries in the state, so also it is involved in various e-governance and computer education initiatives of the Government.  Annually, 10,000 files are generated in ELCOT, 1,00,000 physical files movement happen, the clearance takes an average of 15 days and at times the files are being held up for absence of officers. As far as the MD of ELCOT is concerned, he has to go through nearly 40 files per day.  E-file was the answer to this bugbear where all the Current Files (files that has not been closed) are 100 percent on electronic mode, even files that are 10 years old. Whereas, the Closed Files are still in the physical mode, “but as and when it is re-opened, that too will be made into an e-file,” remarked Jain.  The brighter side of turning into a paperless office is that it has reduced the workload at all levels, shortened cycle time for approvals, misplacement of files eliminated and total transparency in working has been ensured.  The software deployed here is user-friendly, according to the officials of ELCOT. Anyone familiar with handling e-mail can use this software. So much so that, following the success of this software, Department of Administrative Reforms & Public Grievances (DARG), Government of India has asked ELCOT to make a presentation on the paperless initiative.
